ARTICLE I – VOTING STANDARDS AND MEMBERSHIP

  • Membership shall be open to all residents, landowners, business owners and/or operators within the boundaries of CPO No. 1.
  • Membership shall be accomplished by completing the membership profile sheet and signing the attendance sheet for inclusion on the membership roster.  A copy of the Bylaws and membership roster shall be available to each new member on request.
  • Membership in the CPO extends full rights of participation within all programs of the CPO, including the right of voting in general membership and committee meetings.  A member must have signed the attendance sheet for each meeting in which the member votes.
  • Voting shall be by vote of hands unless any member requests a secret ballot.
  • Minority opposition to a vote is encouraged to state its position in writing in a timely manner to the president, who shall include that position in the CPO report.

ARTICLE II – STRUCTURE AND LEADERSHIP

  • Elected officers:  with one year terms of office and duties include: 
  • PRESIDENT:  spokesman, chair meetings
  • VICE-PRESIDENT:  subcommittee coordinator, assume duties of president when required
  • TREASURER:  maintain financial records, assume duties of vice-president when required
  • SECRETARY:  records minutes at general meetings, maintains accurate membership records including names and addresses, provides agenda and previous meeting notes for members.
  • Executive Committee:  composed of the four  current officers and the immediate past president.  In addition, the president may appoint two members at large.
  • Elections:  There shall be a nominating committee of three members, appointed by the Executive Committee.  Nominations shall be opened by declaration of the president at the general membership meeting immediately prior to the annual meeting.  Any member of the CH/CM CPO who is a voting member at the time of the annual meeting shall be eligible to be nominated for office.  Determination of nominee eligibility shall be made by the secretary (in the normal manner of determining voting member eligibility) and prior to reading the list of nominees at balloting.
  • Balloting:  Balloting shall be for the offices of president, vice president, treasurer and secretary.  The winner will be the nominee receiving the highest number of votes, provided the total exceeds 50 percent of the votes cast.  In case of a tie between the two top vote getters or a failure of any nominee to receive a majority of the votes cast, a run-off shall be conducted between the two top vote getters.  Vacancies due to resignation shall be filled by the Executive Committee and ratified by general membership.  Appointees complete the unexposed term of the resigning officer.
  • Subcommittees:  Established as needed by Executive Committee.  Purpose and time should be established at time of formation.
  • Annual Meeting:  shall be held in the month of October.  Treasurer shall submit a financial report.  Election of officers shall be held.
  • Meeting Dates and Locations:  Date, time location to be announced by president at preceding general meeting.
  • Bylaws Revision:  A change to existing bylaws may be proposed at any meeting by simple majority of those attending and voting.  A proposed change in the bylaws would be voted on at the next regularly scheduled general meeting.  Said change would become effective immediately, upon the recording of a simple majority in favor of the proposal.

PROCEDURE FOR ACTIVE PARTICIPATION
IN CPO #1

CPO #1 covers the Cedar Mill/Cedar Hills area in Washington County, The regular monthly meetings are held the first Tuesday of each month in Souther Auditorium of St. Vincent’s Hospital (9205 SW Barnes Rd.) from 7:00 to 9:00 PM.

CPO #1 gives citizens within the area the opportunity to become more aware of the local government.  It is important that citizens of Washington County have access to the facts concerning change and have a means for expressing values and opinions to the decision makers.

To be an active member and take part in any motion or voting a membership profile sheet must be filled out.  You must also place your name on the attendance sheet prior to each meeting.

In order to assist the secretary, when you wish to speak or take part in a motion, you must either stand or raise your hand, and wait to be recognized by the chair, give your name, and the chair will then recognize you to take part in the meeting.

We appreciate you volunteering for special interest groups.  Many taking an active role creates a more successful and interesting organization.  Suggestions for meetings are always encouraged.
