Presenters:  Tom Tushnard, Washington County Traffic Engineer, Lori and Lisa, Portland General Electric, Nancy Schmidt, Washington County Neighborhood & Local Streets Lighting

Tom presented an update on the road standards.   On October 12, standards were changed for road illumination.  A "dark sky" component was added to the standards in this revision and some other elements on city and pedestrian issues and enegery conservation.

Washington County follows IES (Illuminating Engineer Society) and other nationally accepted standards for guidance on lighting.  They look at lighting levels and uniformity of the light.  Layouts of lighting must be done by a lighting engineer.  Certain circumstances with safety, developments or offsite must also follow strict guidelines.  Lighting specifications in Community Development Code section 415-5 General Provisions.  Highlights:
  • No flickering or flashing lights
  • No lighting in screening or buffering except for pedestrians.
  • No adverse affects on wildlife habitat.

Original Testimony on CPO 1 Noise Poistion Paper

Bruce Bartlett told the Board that CPO 1 has taken formal action on an item regarding vehicle noise. He explained that this was precipitated by the advent of the Teufel project development. Mr. Bartlett mentioned that several CPO 1 members have been fairly stalwart and vocal in pursuing traffic noise issues. He reported that Roger Ellingson, in particular, has spearheaded this effort.
