CPO 1 Meeting Minutes

The monthly CPO 1 meeting was held at St. Vincent Medical Center, Rm 22-23, from 7:05 to 9:15pm. The meeting was chaired by Bruce Bartlett, CPO 1 Chair. There were 23 attendees.


1.Washington County Sheriff's Report, Officer Franks
a.Graffiti clean up program is in effect along MAX line.  Contact the Sheriff's office if you see anyone tagging.  Call 9-1-1 if you see vandalism in progress.  Call non-emergency dispatch at 503-629-0111 to report unsightly graffiti.
b.Car break-ins sometimes include taking garage door openers and vehicle registration for purposes of breaking into homes at a later time.
c.Vehicle customization standards were handed out and can be found at  http://www.oregon.gov/ODOT/TS/Veh_Equipment.shtml.
d.New cell phone law (use while driving) compliance is pretty good.

2.Announcements/Open Mic
a.Still very few development applications, most activity continues to be for extensions of existing applications.
b.Application dealing with trail on the South end of 114th around the Timberland development was again approved but could still be appealed to LUBA.
c.CPO 1 website (cpo1friends.org) upgrade to newer technology has been proposed as a project.  Eight people present said they have viewed the current website.

3.Connecting Neighborhoods Subcommittee report
a.The subcommittee meets regularly at 7pm on the second Wednesday of the month at the Leedy Grange – all are welcome.
b.They want Washington County commissioners to consider active transportation (non-automobile) as part of their planning.
c.Taken their work to the CCI in hopes of getting other CPOs involved.
d.Take field trips monthly.  On Jan31st went from Cedar Mill Elementary School and to Jordan Park and explored trails in that area.  Concluded that a proposed trail would be better as a nature trail than as a bike trail.
e.Trying to partner with similar groups including Metro's Intertwine.
f.Their meetings are a good place for anyone to go if you have a question/issue dealing with trails in our area.

4.Beaverton Community Development Director, Don Mazziotti
a.Don is responsible for the planning and development code for Beaverton, building division, community development block program and pursuing federal and state grants for downtown redevelopment.
b.Beaverton is working on a community vision and civic plan with 2, 5 and 10 year time horizons.  The civic plan is a comprehensive plan for Beaverton, has not been updated since 1981 and will take about one year to develop. Plan sections include:
  • Transportation
  • Economic development.  Mission is to recruit, maintain and expand business
  • Land Use.  Involved in Urban Rural Reserve process. In recent years Beaverton growing at a rate of about 700 people per year. First tier suburbs of Portland, including Beaverton, are now experiencing infrastructure deterioration; aging roads, sewers, pipes, etc.
  • Housing. Beaverton has predominantly 40-60 year old single family homes.
  • Public Safety
  • Central Beaverton.  Area is in decline with little investment. Redevelopment planning to help owners improve properties and increase housing supply in downtown area which is a key to successful use.
c.Beaverton's policy on annexation is to annex only those who want to be annexed and who can be served by Beaverton.  
  • There is a 2004 Inter Government Agreement (IGA)  between Beaverton and Washington County stating that generally land South of Hwy 26 is okay for Beaverton to annex, but North of Hwy 26 is not.  The IGA expires in 2014.
  • Annexations have been one by one, initiated by businesses and developers who prefer to be in Beaverton.
  • There are no plans to seek out any land to annex.
d.Miscellaneous, Q & A discussion:
  • Beaver baseball stadium – can't find a good site in Beaverton.
  • When new development does begin to happen again, and with static land boundaries, new development will need to be multi-story.  This is not allowed by current code.
  • Building and land use codes are being revised and simplified from 250 pages to about 100 pages. Completion planned May 2010.
  • Will see mixed used, multi-story buildings in downtown area with four or five stories of housing over a ground level story for commercial use.
  • Need new innovative finance methods to support new development like new market tax credits.
  • Civic plan is divided into neighborhoods using points of public gathering as centers, but no hard boundaries.
  • The Round will be a problem for many years.  Getting clear title on the properties is a first step.
